Management and technical support for water and wastewater – Mombasa, Kenya

PERFORMANCE BASED CONTRACT FOR WATER SERVICES The water supply and sanitation situation in Kenya is poor. Only 57% of households are using water from sources considered safe while sanitation coverage on a country level is estimated at 50%. Within the Coast region, the Coast Water Services Board (CWSB) is mandated with the responsibility of efficient and economical provision of water and sanitation services. Following the outcome of previous studies recommending a focus on Mombasa city, including the delivery of services to informal settlements, CWSB contracted Seureca to undertake wide technical assistance consultancy services.

Component A: Support to Utility (MOWASCO)

Capacity Building:

  • GIS with assets and customers inventory
  • Metering and leak detection program
  • Customers’ management improvement
  • Water quality monitoring

Improvement Action Plan:

  • Technical and managerial support to the Management and Technical/ Commercial / Administration and Finance Departments
  • Detailed Overall Diagnosis, Improvement Action Plan preparation and implementation
  • Training Needs Assessment and Training Program implementation
  • Maintenance improvement

 

 Component B : Support to the Water Board (CWSB)

  • Project Management, monitoring and evaluation
  • Monitoring of the procurement Process of Contractor and supervision of the construction
  • Wastewater Revenue Generating Strategy elaboration action plan
  • Capacity building, Training Needs Assessment and Training Program implementation

 

The structure of this performance-based contract has helped to develop synergies between the client and the consultant with common objectives and understanding.
