Delegated Management

Delegated management is a method for operating public services or services of general interest, for which public authorities are responsible and serving local residents who pay a service charge directly to the delegated service provider. The delegated service provider is responsible for operating the service and making certain investments as needed. These VE-operated services are household and nonhazardous waste collection, treatment and disposal, water distribution, sanitation and wastewater treatment, production and distribution of energy (heating and sanitary hot water) as well as public transport.

Dioxins

The generic name for a family of chlorinated organic substances that appear during the combustion process. Dioxins are given off by the combustion of chlorine-containing products (cement works, manufacture of herbicides and pesticides, paper pulp bleaching, foundries, metals, steel making, waste incinerators, etc.). They can also be of natural origin and sources that are difficult to evaluate (forest fires and volcanic eruptions, for example) as well as diffuse sources (such as open air combustion: garden fires, open fireplaces, pit fires, etc.). For incineration, the efforts made to boost environmental protection, the closing of outdated plants and new gas scrubbing techniques have already reduced this sector’s emissions by about 70%. Of the 210 known dioxins, 17 are considered as toxic.

Project to reduce emissions set up in France, so as to encourage reductions of CO2 emissions in diffuse emission sectors (transport, buildings, agriculture).
